Does an RPC prove that a pilot can deliver a survey-quality output?

It is separate from survey-control, sensor, processing and interpretation competence. The assignment needs the relevant specialist experience and quality checks.

Who is the drone operator when a pilot is deployed?

The contract must identify the responsible operator and allocation of aircraft, permissions, supervision and safety duties. Supplying a person does not remove those obligations.

Can you supply a pilot for any aircraft class or category?

A pilot is matched to the aircraft class/category, certificate scope and mission competence required for the assignment; availability alone is not sufficient.

Does crew deployment include aircraft, travel or processing?

Only when expressly stated. Personnel-only, partner-operated mission and end-to-end deliverable scopes must not be conflated.
